The Former President's Progressive Warning Overlooks Europe's True Danger: Technological Decline.

The recent US security policy document presents a misguided assessment of Europe. It claims that unrestrained immigration and so-called "woke" agendas pose an existential risk to the continent's identity. However, this argument rests on a serious misinterpretation of the situation. The actual danger confronting Europe is not cultural but technological and economic lag.

The Stark Growth Divide Separating the US and Europe

Statistics reveal a sobering picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a mere thirteen and a half percent increase for the European Union. During this time, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now has a greater average income than major EU nations like Italy and France.

Today, roughly 50% of the global top fifty tech companies are US-based, while only four are European.

The Technological Deficit: A Critical Question

The growing economic gap stems from stronger productivity growth in the US, fueled by breakthroughs and better use of resources. The scene of global tech leadership is overwhelmingly US-centric. Over the past five decades, 241 US firms have scaled into enterprises valued at over $10bn, versus just 14 in the European continent.

This gap raises a vital question: As the competition for future industries like semiconductors, AI, and quantum computing, what is Europe stand? Experts widely agree it is essentially a contest between two between the US and China, with Europe starting at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

A number of major factors explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic system for financing new ventures. The EU has yet to establish a genuine capital markets union, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A American entrepreneur can launch a product under one regulatory framework to access a market of over 330 million. The EU, despite a bigger population, is divided among 27 separate systems, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these challenges, one can find reasons for optimism. Policymakers are increasingly aware of the severe threat and have started to advance substantial change. Notable analyses on European competitiveness and the single market highlight the need for major reforms.

Given appropriate incentives and rule changes, Europe's strengths could support much higher degrees of business-led breakthroughs.

The continent retains significant advantages: skilled workforce, excellent schools and universities, and world-class labs. Coupled with a large internal market and high savings rates, these elements have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing next-generation tech, it can still significantly increase productivity by implementing and tailoring advancements from elsewhere.

A Critical Juncture

Europe now faces a critical crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been gradual. However, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
